The first step towards setting up of such hotels is to ask the respective local counties or the local self governments to donate or lease land. Several other incentives should also be given in the form of fiscal benefits, facilities for imports of essential goods and services at affordable costs and training opportunities. Financial institutions such as the Hong Kong and Shanghai Banking Corporation (HSBC) are willing to give concessional credit to these new startups in the hospitality industry. As suggested by the experts, tourism should be extended all such concessions that are available to new industries.

Their maintenance cost can be minimized by providing for the basic needs, viz., beds, two chairs, and a table in each room with a fan. Hot water should be made available in the bathrooms only during certain hours of the day in winter. A restaurant with simple décor, meat, vegetables, fruits and other eatables and a clean kitchen is a must. Because of its central location in the town the shops adjacent to the hotel would fetch high rents. Of course, the management part of such hotel need special attention to ensure their goal oriented performance.
